THE 2009 REVISED MARKET CODE OF COTABATO CITY.
WHEREAS, the establishment, administration and operation of the existing city public markets is undoubtedly an essential and vital utility, studies as reported by the Transparency Accountable Governance (TAG II), a project under the auspices of the League of Cities of the Philippines and Asia Foundation, revealed that the existing city public markets have spawned problems in organization, management and administration which directly affected the fiscal, economic and social well-being of the very people it is to serve;
WHEREAS, TAG II made a thorough diagnosis of the city public markets situation, and consequently identified the action areas for the market reforms, to ensure the sustainability of the reform program such as: a) Improving Market Administration – enhancing market collection, improving the internal control system, and improving the over-all market security and order; b) Improve the State of
