CHALLENGE
This refinery had a problem with the accuracy of crude oil inventory measurement. The inventory must be closely monitored so that the tanks are not overfilled and there is no spillage during transfers from cargo ships and during inter-tank transfers. This customer also had difficulties with tracking changes in crude oil inventory with the volume calculation based on manual checks and calculations.
Cause of Problem
Each tank has a single 14-inch still-pipe on the roof in which to mount temperature and level sensors. The limited space made it difficult to mount both types of sensors effectively and obtain an accurate crude oil inventory measurement. Due to the lack of temperature measurement it was not possible to make density corrections for an accurate inventory calculation.
Negative Business Impact
According to the customer, inaccurate level measurement , and lack of temperature measurement, led to serious negative business impact. Lack of a reliable inventory control system resulted in a risk of paying too much for crude oil transfers from cargo ships. Costs for operation and maintenance were also unnecessarily high due to frequent manual checks by operating personnel.
Moreover, there were high safety risks associated with potential overfilling of the crude storage tank.

Accurate level and temperature measurement improved the reliability of crude oil inventory estimation and monitoring during transfers from cargo ships and transfers from crude tanks to refinary process units.
