On June 2, 2016, while serving room restriction for another offense, Rashad made direct threats to harm staff and was observed attempting to provoke other residents to physically attack that staff member. Rashad has flat out refused staff directives in his most recent incident, which resulted in a 48 hour room restriction. On June 23, 2016, Rashad again made direct threats towards staff and became verbally aggressive towards staff when redirected. This incident is the latest in which he has made direct threats towards staff. In addition he remained defiant for several hours following his placement on room restriction and continued to ignore staff directives. This behavior is not only displayed in the CPP Unit, but he displays negative behaviors in the classroom and within a group setting; which results in disruption of services for other residents, as well as persuading others to be disruptive. On 4/29/17 Isaac completed his clinical action plan (CAP), formerly known as a contract, for his threatening a non-gang affiliated peer, who's known for using gang communication. Since that contract there has 't been another incident between the two. The clinical team has worked with Isaac on his gang related behavior and prohibited him from speaking gang-jargon, using hand signals, the wearing of beads and clothes (Red). He has been compliant with this and has obtained new clothes that doesn’t represent his gang. Isaac acknowledges his inability with communicating when he's upset. RFK High School is experiencing a number of problems, although it has only been open for a short period of time. There are a number of issues that need to be addressed, and changes that need to be made, to increase the school’s chances for survival. First, the problem of interpersonal conflicts among the staff is a concern that needed to be addressed immediately. Conflicts exist with housemasters fighting with other housemasters, department heads, faculty, etc. King needs to address these interpersonal conflicts instead of allowing everyone to run the houses the way they see fit. 2. Leroy’s demeanor appears to have changed since his return to school from his summer break. For over half a term it has been noticed that Leroy is quieter than usual; he has lost interest in his schoolwork and playing with his friends at break time.
