August 23, 2012 The Philippine government’s Department of Science and Technology or DOST Advanced Science and Technology Institute along with the help of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA), Philippine Institute of Volcanology and Seismology (PhilVolcs) and University of the Philippine’s National Institute of Geological Science and its College of Engineering launched its project called “National Operation Assessment of Hazards and Risk” known as “Project NOAH” last July 6, 2012 in the city of Marikina to promote and combine advance science and technology to enhance the disaster management and prevention capacity of the Philippines.

This project was designed to answer the need for a systematic early warning system for floods in the country. As we all know, the Philippines have experienced unexpected huge calamities these past few years examples of those were the Typhoon Ondoy happened last 2009 and the recent monsoon happened two weeks ago that caused great damages on the lives of our fellow countrymen, their properties and source of living which also affected the whole country’s economy. Due to this repetitious and unavoidable condition, this project would provide a more accurate, timely and easy to access warning about hazards that would affect the country for the safety of our people in every area of the Philippines.

With the use of advance technology, this project would be able to provide a six hour ahead of time warning in the communities subjected to danger against incoming floods by the use of a geo- hazard vulnerability map which will be accessed using the internet. Presently this

    A hazard is a situation that poses a level of threat to life, health, property, or the environment. Therefore, in this case a volcanic hazard is the threat posed from natural volcanic processes towards the populations and the environment. The extent of volcanic hazards can vary due to two factors; physical factors such as the type of volcano and human factors such as the population density in the area. Volcanic hazards can also be placed into two phases: primary hazards such as lava flows and gas emissions; there are also secondary hazards such as lahars and landslides. The management of volcanic hazards are done through preparedness and planning where through prior risk assessments with monitoring the effects are mitigated. There are three stages of managing eruptions; before the event, during the event, and the evacuation; the effective transitions between these stages creates a situation where there is minimal damages from a volcanic event. Mitigation, in this question refers to elimination or reduction of the risk posed by a natural hazard (volcanic hazard), usually through human intervention. The scale of preparedness and planning varies from less developed countries (LDC’s) to more developed countries (MDC’s) either from financial backing or through technological advances. The lack of preparedness and planning in the volcanic event of Chaiten in Chile saw widespread environmental and infrastructure damage. While, the 2010 eruption in Iceland gave an insight of the wider hazards to other countries in the world; but through high levels preparedness and planning there has been minimal damages to infrastructure and the population.…

    More than 500 Million people live within 50 miles of a volcano, the potential therefore exists for major loss of life and damage to property and infrastructure, particularly when urban areas are situated in close proximity. Mitigation of such losses can be achieved through careful preparedness and planning.     A community must reach out to FEMA, and FEMA authorizes the sale of flood insurance, based on an emergency status, or regular status. It is up to FEMA to assess the degree of flood risk and developmental potential (Fegan & Olexa, 1998). FEMA is obligated to provide accurate flood maps.
