Because each individual on the community team has unique skills and performs special functions, each person’s contribution is essential for social success via interagency collaboration. In other words, organizations do not need to become one big melting pot. Instead, the team needs to resemble a mosaic. In the mosaic model, each organization retains and adds its own unique strengths to the team for overall success. In other words, the team is greater than any single player. In addition, the Duluth model promotes equal gender relationships and creates a means to end violence toward women and children (Rivett, & Rees, 2004).

The aim of the Duluth model is to generate a coordinated community response to change the legal system to better promote the health of society (Duluth Model, n.d.). The goal is to change the practice of local professionals so that they will work effectively together to promote the safety of individuals-in-need. In other words, the health of victims is the highest priority and offenders are required to receive treatment.

However, getting agencies to work together can be difficult. First, there may be communication problems. Agencies need to keep each other informed about the process so that the entire problem involving both victims and offenders can be addressed. Indeed, there must be a case manager to ensure that each agency is performing its function. Second, workers may put their personal agendas over that of the victims. Finally, the way each worker is rated on his or her performance review may affect how each person performs his or her duties. Thus, the agencies need to develop an overall plan that meets the model’s goal.

    These task forces handle large scale cases such as mass murderers and serial killers. Advantages to these task forces can be faster response times on leads or when an emergency (such as another killing) is reported, training for local police involved with working the task force, interagency cooperation, and a more secure feeling in the populace when information is being distributed in a timely manner, they can see that the case is being handled well, and the public can see that progress is being made in the solving of the crime and capture of the suspect(s). In conclusion, it appears that multidisciplinary, multijurisdictional, and major case task forces are a good methods to solving crimes and apprehending criminals. When handled properly, the sharing of information, resources, and the cooperation of many departments and jurisdictions is a benefit to all law enforcement agencies as well as the community. Planning and a sound strategy for handling emergencies and information can greatly enhance the chances of these approaches being well received and working cohesively together.
