Philippine Constitution
The Congress of Vienna (German: Wiener Kongress) was a conference of ambassadors of European states chaired by Austrian statesman Klemens Wenzel von Metternich, and held in Vienna from November 1814 to June 1815.[1] The objective of the Congress was to settle the many issues arising from the French Revolutionary Wars, the Napoleonic Wars, and the dissolution of the Holy Roman Empire.

This objective resulted in the redrawing of the continent's political map, establishing the boundaries of France, the Duchy of Warsaw, the Netherlands, the states of the Rhine, the German province of Saxony, and various Italian territories, and the creation of spheres of influence through which Austria, Britain, France and Russia brokered local and regional problems. The Congress of Vienna was the first of a series of international meetings that came to be known as the Concert of Europe, which was an attempt to forge a peaceful balance of power in Europe, and served as a model for later organizations such as the League of Nations andUnited Nations.

The immediate background was Napoleonic France's defeat and surrender in May 1814, which brought an end to twenty-five years of nearly continuous war. Negotiations continued despite the outbreak of fighting triggered by Napoleon's dramatic return from exile and resumption of power in France during the Hundred Days of March–July, 1815. The Congress's "Final Act" was signed nine days before his final defeat at Waterloo on 18 June 1815.
In a technical sense, the "Congress of Vienna" was not properly a Congress: it never met in plenary session, and most of the discussions occurred in informal, face-to-face, sessions among the Great Powers of Austria, France, Russia, the United Kingdom and sometimes Prussia, with limited or no participation by other delegates. On the other hand, the Congress was the first occasion in history where, on a continental scale, national representatives came together to formulate treaties, instead of relying

In 1815 there was a meeting of the great powers – Britain, Russia, Austria, Prussia and France – to consider the future of Italy after Napoleonic rule had ended. Metternich, the leader of Austria at the time, had various main aims regarding the situation of Italy, the majority of which revolved around stopping French influence and not allowing liberalism which could lead to wars and revolutions, or nationalism which he though would break up the empire. Once established, the principles and aims of the congress focused on providing stability in order to prevent war, establishing a balance of power in Europe by limiting France’s power, retaining legitimacy of rule throughout Italy and stopping the spread of nationalism. In many ways, the states of Italy were returned back to their state prior to 1796 when Napoleonic rule began. However, by 1949 it could be argued that many of the provisions of The Vienna Settlement in relation to Italy had been overthrown due to the various revolutions that took place and the rise in a want for nationalism throughout the country. Whether or not it was completely overthrown however, is debatable.…

Metternich is well known for the Metternich System, which was put into practice during his most notable success, the Congress of Vienna of 1815. Metternich, additionally, was the guiding spirit of the international congresses, Aachen, Carlsbad, Troppau, Laibach, and Verona and was the chief statesman of the Holy Alliance. The Congress of Vienna, though, and the agreements that followed were the basis for, "no war involving several powers until the Crimean conflicts of the 1850's and no major war embroiling the whole of Europe until 1914." Metternich's goal, however, was not a peaceful Europe for the sake of peace, but for the preservation of the Austrian Empire who was threatened by possible aggressors on all sides, as well as, his personal loathing for liberalism and revolutionary behavior. Moreover, the Congress of Vienna gave Metternich the opportunity to instill his values of conservatism into the other leaders of Europe in a time when liberalism and revolution were the predominant political trends. Even though Metternich was a firm believer in the conservative values of his time, he worked to spread those ideas in 1815 for the more pragmatic reason of balancing power in the…

The Concert of Europe was established in 1815 (the Vienna Congress) to involve the practice of multilateral meetings rather than bilateral diplomacy among the leaders of the major European powers for the purpose of settling problems and coordinating actions. They met over 30 times in the century preceding WWI and constituted a club of the like-minded, dictating the conditions of entry for other would-be participants. Some of their resolutions included the legitimization of the independence of new European states such as Belgium from Netherlands in 1830 and Greece from Turkey (Ottoman Empire) in 1829. At the last of the Concert meetings, which took place in Berlin in 1878, the European powers divided up the previously uncolonized parts of Africa, extending the reach of European imperialism.…
