Abstract A radar antenna is basically composed of a primary source mounted at the focal point of a parabolic reflector. The radar illumination rule is established so that the desired beam shape is attained as precisely as possible. The mechanical movement of the set reflector-pedestal must be designed to fit the desired volume of radar exploitation. This work deals mainly with the control design of a rotating radar antenna prototype that is already operating on Mogi das Cruzes, SP, under the supervision of the Brazilian Omnisys/Atech joint venture. Since all parameters related to the dynamic model are poorly known, it has been designed a robust controller to deal with. The controller was designed in order to tolerate a variation of 50% in each parameter of the inertia, stiffness or damping. The design was conduct in frequency domain by means of the Kalman Identity and LQ controller mapped to the PID structure. The ultimate performance achieved leads to less than 2 seconds settling time and to a feasible control effort.     In this work is presented a comparative evaluation between Innovation Systems and Porter's Diamond approaches for competitive analysis in Clusters and Local Productive Systems. Initially it is done a brief review of the recent approaches to regional, local and sectorial productive systems considering evolutionary technical-economic concepts. Then, the distinctive characteristics between Innovation Systems and Porter's Diamond approaches are compared and commented. In synthesis, while the Innovation System approach the characteristics of cooperation and interaction between institutions that support the development and the technological and organizacional advance, the Diamond privileges the local/setorial competitive context and the aspects of international market. However, the infra-structure and the formal and informal institutional flows are essential for the economic development on both approaches. Finally, as an alternative to suply some gaps verifyed on both approaches on the local clusters competitive analysis, an evolutionary perspective is suggested.…
