IPRI Review: Document no: 5 Pakistan-China Relations

Pakistan and China’s bilateral relations have stood the test of time. China has always provided political, economic, humanitarian and diplomatic support to Pakistan. However, for the last two years there has been a concerted campaign in the Indian and Western media to malign this relationship by blowing minor issues out of proportion. Chinese aid volume during the 2010 super floods, the pulling out of government owned Chinese bank from Iran-Pakistan pipeline project, the 2011 terrorist attack in Xinjiang in which involvement of Pakistani elements was pointed by China, the withholding of time sensitive funds of Rs 274 billion for Nelum-Jehlum hydropower project, on Indian pressure; are cited as signs of weakening ties. Though Pak-China bilateral relations are very robust, it is obvious that in international affairs nothing can be taken for granted. Necessary measures need to be adopted to smooth any wrinkles in the relationship. There have also been some interesting regional as well as global developments during recent years which require further strengthening of PakChina rapport.

Pak-China interaction presently is limited to mostly inter-government contacts. People to people contacts are few and far between and play scant role in strengthening the bilateral relations. A sustained robust relationship would need understanding of each other’s culture, language, ways of life, regular people to people contact, interaction between media, joint participation in creative arts like cinema and music etc. Exchange of students, tourism and visits of cultural

troupes keep mutual ties refreshed. Collaboration at think tanks’ level helps in correcting any distortion in perceptions.

It is very reassuring that China wants to see Pakistan as a prosperous and developed country and regards its problems sympathetically. Bureaucratic redtape and inefficient handling stand in the way of speedy execution of MoUs

    The relationship between Pakistan and China is a geopolitical cornerstone for both countries. The solidarity between us and the unanimity of views that we demonstrate is unmatched by any relationship between two sovereign states. The strategic partnership between our two countries is the bedrock of all other partnerships. Sometimes it is said that economic relationship does not match the depth of our strategic proximity. The leadership on both sides has taken a conscious decision to fill this gap. President Asif Zardari has visited China nine times since assuming office. Former Prime Minister visited China five times since early 2008. Prime Minister Raja Pervaiz Ashraf will be in Tianjin this week. Premier Wen Jiabao paid a historic visit in December 2010. In all these visits, the overarching accent has been on economic partnership.Let us start with our strengths. Our economic relations are growing fast. We have a good architecture for economic and trade cooperation. A Joint Economic Commission (JEC) oversees progress in the implementation of the projects under the Five Year Development Programme (FYDP) for Economic and Trade Cooperation. The first cycle of the programme was concluded last year and we have launched the second five year programme that will end in 2016. Under this plan, 36 projects valued at $14 billion, and covering energy, transport, ICT, industrial, agricultural, health care and education sectors have been identified. The Economic Cooperation Group (ECG) monitors implementation at the working level. We have signed Free Trade Agreements (FTAs) on goods, services and investment. The bilateral trade is increasing. Since 2008, the total volume of trade has grown by 70 percent; whereas Pakistani exports increased two-fold from $1 billion to $2.2 billion during the same period.     China is once again in focus in challenging the status-quo in South Asia in collusive strategic facilitation by Pakistan. This time China has shifted the strategic focus from India’s borders with China- Occupied Tibet in Arunachal Pradesh in the North East to Ladakh and to India’s Line of Actual Control with Pakistan Occupied Kashmir (POK). Reports emanating from unimpeachable sources in the United States indicate that China has positioned nearly 12,000 Chinese Army troops in the Gilgit-Baltistan Region of the Northern Areas presently in illegal occupation of Pakistan. China in one quiet but swift stroke has changed the geopolitical and geostrategic equations in this critical region which borders China, India, Afghanistan, Pakistan and Tajikistan. The deployment of Chinese troops in this region even though for the ostensible purposes of infrastructural improvements of the ‘Karakoram Corridor’ heralds a new phase of China flexing its muscles not only against India but more significantly against United States in the wider global context. Ominously, China’s upgradation of the Karakoram Corridor on Pakistan’s behalf enables China’s strategic outreach to the North Arabian Sea and the Gulf. Building oil and gas pipelines through this Corridor significantly improve China’s military postures in Western Tibet and Xingjiang both against India and countering the NATO’s Eastward creep towards China’s peripheries. Notwithstanding that the Karakoram Corridor initially passes through disputed territory, China has gone ahead with this major project as the major portion traversing Pakistan gives a strategic advantage to China in not only in outflanking US embedment in Afghanistan but also places a strong ‘strategic pressure point’ in China’s hand against the United States when coupled with Chinese naval presence at Gwadur Port in proximity of the…
