Packer's Crime Model Paper
Based on the Reading and Attend sections of Unit 1, Packer’s two crime models - Crime Control and Due Process - in my interpretation, do not actually address reducing crime (Bethel, 2015). To me, they focus more on the procedures and final outcome of justice rather than reducing crime, and are clearly based on two value systems that make evaluating either a 50/50 split dependent on where one’s personal values rest.
From 1964 to 1983, the country had two Democrat and three Republican Presidents and crime rose steadily every year until 1983-1984, when it dropped during a Republican’s administration, then rose again and continued until 1993. In 1993, during a Democrat’s administration, crime began to fall and has continued to present year - spanning two Democrats and one Republican (Dept. of Justice, 2010). Since Packer’s models are based on values of the current administration and public opinion, the argument as to which is more effective could be made in either case. My belief is based on the continuous call for better relations between law enforcement and the communities they serve, especially in the wake of high profile incidents across the country (which garners another discussion on media sensationalism of law enforcement encounters), and the approaches to crime other countries have taken. Central and South America arguably have some of the world’s most violent communities, and experts from all over the world agree that many approaches to combating crime have to come from, or be administered at the local level and transcend political lines.
