National Ideology Rukun Negara
The New Economic Policy (NEP), which is how national wealth should be distributed with the final goal of achieving racial unity, is part of the national ideology that should be understood and respected by all citizens.
Rukun Negara is the Malaysian ideology. It aims to unite all races in a national ideology. It was declared at the 1970 Independence Day celebration in the aftermath of the May 13, 1969 disturbance and before the NEP was implemented.
The objective of equitable distribution of wealth is stipulated in Rukun Negara and implemented through the NEP. The ultimate objective of the NEP is national unity as outlined in the Rukun Negara declaration i.e. “resolving to achieve unity of the people”.

Our nation, Malaysia, is being dedicated:
• to achieve a greater unity of all the people;
• to maintain a democratic way of life;
• to create a just society in which the wealth of the nation shall be equitably shared;
• to ensure a liberal approach to her rich and diverse cultural traditions; and
• to build a progressive society which shall be oriented to modern science and technology.
We, the people of Malaysia, pledge our united efforts to attain these ends guided by these principles:
• Belief in god
• Loyalty to king and country
• Upholding the constitution
• Rule of law
• Good behaviour and morality
Clearly, the Rule of Law is the national ideology which is a guide and should be respected by all quarters. As such the issue of distribution of wealth and the rights of the Malays, including Bumiputera in Sabah and Sarawak and Orang Asli as set out in Article 153 should not be considered discrimination for it is part of the Federal Constitution which is the essence of the national ideology which we have pledged to achieve.
The national ideology of the country, including the Federal Constitution does not say clearly how Bumiputera will be assisted in improving their standard of living. Thus, the Outline Perspective Plan (OPP) is
