INTRODUCTION:
Rapidly developing technological advances in this era have led to multiple convergences of content, computing, dissemination, communication and distribution. Leveraged by human capacity, this has led to the creation of the current popular advantages referred to as ‘Information and Communication Technology (ICT). Combination of technologies have brought rapid changes in some areas, predominantly in knowledge management, covering aspects of knowledge creation, processing, storage, sharing, dissemination, collaboration and human resource development, in the level of education and training as well as work output and productivity. To overcome the lag in adoption of ICT in the country, the Government of Cambodia has committed to the development of a National Information and Communication Technology (ICT). This Policy will build on existing government initiatives. As a consequence of implementing Policy 2015, it is anticipated that Cambodia will benefit from persistent growth in the digital era, by serving as a key mechanism in the achievement of social, economic, political and cultural transformation within the country.

This was then followed with the adoption of the Integrated Results Based Management (IRBM) System in 2005, in which the e-government is an integral component and one of the three important body of the main pillars or cornerstones of the system. Thereafter, following the advent of the Inclusive Government under the Global Political Agreement, a fully fledged Ministry of Information Communication Technology was established with the mandate of promoting the use of ICTs to enhance national competitiveness and socio-economic growth. The development of ICTs is very rapid and this has become very vital in many companies and sectors of Zimbabwe. The National Information Communication Technology (NICT) was launched in 2005.
