Major set backs in the design phase of the system was its complex algorithm, sophisticated concept, poorly designed and non friendly user interface. The system was developed in Visual Basic, which was an unproven tool then. Tight development schedule, inappropriate assumptions in the requirement specifications was some of the issues in the Management part of it. The management did not consider experts’ concern. The project was contracted to the lowest bidder without enquiring about their previous experience in developing such dispatch systems.
