INTRODUCTION
Background of the Study
Library is regarded as the brain of many institutes. Library system project offers many flexible and convenient features, allowing librarians and library users to maximize time and efficiency. Library System gives all detailed information about students, staff and books. It will track on how many books are available in the library and books issued to the students.
One of the schools that need to improve transactions of library is the STI College Legazpi. The school was headed by Mr. Peter Fernandez. The Senior School Administrator is Mr. RedjerAgudo and the Deputy School Administrator is Ms. May Ann Vasquez. The first librarian of the school is Mrs. Noemi Natuel and the second one is Mrs. Caridad M. Donacao who handled and managed the library since 1998 until now. The school was built in 1994 named Bicol Techstar System at Legazpi Peñaranda Street Legazpi City RRS BLDG. On 1996, the school name was altered and became STI College Legazpi and now located at 692 Rizal Street, Old Albay, Legazpi City.
The library was managed by 1 librarian and no assistant. It contains 2140 volumes with 3 copies every title. In her everyday observation, 50 to 75 percent of the students take a research a few days before the exam while 25 to 45 percent of the students do a research daily. Professors also do a research in the library for additional information on their lecture to be discussed to their respected students. Borrowing books is one of the transactions that can be done by the students and be recorded by the librarian. Students can borrow books overnight only. If they exceeded to the given time, there will be an overdue penalty minimum of 7 pesos and maximum of 25 pesos.
There are several students using the STI College Legazpi library everyday. The librarian finds it difficult to monitor the books that has been borrowed and returned by their respective borrowers manually. This is the main problems existing in the manual operation of the STI College Legazpi library.

1.1 STATEMENT OF THE PROBLEM
1.1.1 General Problem How to develop and design a Computerized Library System for STI College Legazpi?
1.1.2 Specific Problem 1.1.2.1 How to lessen the time consuming transaction for borrowing books? 1.1.2.2 How to lessen the time consuming transaction for returning books?
1.1.2.3 Howcan the proposed system easily monitor the availability of the books?
1.1.2.4 Howcan the proposed system generate reports?
The following are reports to be done:
List of books
Time and Date Barrowed of the Books
Time and Date Return of the Books
Counts the numbers of borrowers per day
Counts the numbers of returns per day
1.1.2.5 How can the proposed system compute for fines and penalty of the late returning books?
1.1.2.6 How to provide a computerized card catalog for searching books?
1.2 OBJECTIVES OF THE STUDY
1.2.1 General Objectives To develop a computerized library system for STI College of Legazpi which can handle the everyday transactions of the librarian. 1.2.1.1 To lessen the time consumed for borrowing books. 1.2.1.2 To lessen the time consumed for returning books. 1.2.1.3 To easily monitor the available books. 1.2.1.4 To generate reports. 1.2.1.5 To easily compute fines and penalty for the late returning books. 1.2.1.6 To provide a computerized card catalog for searching books.
SIGNIFICANCE OF THE STUDY
Through information technology, the proposed system will provide the easy access of transactions in the library and will be beneficial to the following:
Librarian
The system will minimize the work of the librarian since the operation will be computerized. It will be easier to search and see the itemized list of the books, records of the borrowedand the borrowers of books, monitoring the availability of the books and the computations of fines and penalties.
Student and Faculty The students and faculty can easily search for the availability of the itemized list of books, easy to transact borrowing and returning books, andan easy and faster way of registration of the borrowers.
School
The school’s library services will be more beneficial for the researchers.
Future Researchers This study will serve as a guide for those who conduct similar studies.
Proponents
Through these practices, the proponents will be able to gain more knowledge and experiences in developing systems for their future use.

SCOPE AND LIMITATION
Scope
The proposed system will cover the following modules:
Borrowing and Returning
The proposed system will record all the available books to be borrowed by the researchers.
Books Registration
The proposed system will provide all the registered list of books in the library.
Borrowers Registration
The proposed system will get about the borrowers information.
Book Reservation
The proposed system provides a book reservation for borrowers who want to reserve books. This will follow the method of first come first serve basis.
Card Catalog
The proposed system will include information of the books.
Title of the books
Author of the books
ISBN no.
Category of the books Short Description of the books
Computation of Fines and Penalties
The system will provide computation for the fines and penalties for the late returning of the books by the borrowers and others.
Generating Reports
The proposed system will generate reports on the borrowed, returned, unreturned, overdue, available, books to be borrowed and summary of the collected fines and penalties.

Limitations
The proposed system will not include the following:
Cashiering
Cashiering will not include in the proposed system because all fines are paid only to the cashier.
Journals, Magazines and Newspaper
The proposed system will not cover this because the system was focused only on the books.
Library Materials and Equipment
The proposed system will not include the materials need in the library such as chairs, tables, bookshelves etc.

The library users and the librarian still use card catalogues in searching for reading materials and use index card for the records of borrowed and returned books. The proponent’s study was what is which encounter to the Library by the user, Librarian and how the Owner or the Administrator of the said school will provide a good service to their clients to have a good feedback. The study will focus on transaction which done inside the Library like borrowing, returning of books by students, faculties and staffs. In this area, the usage of computerized library system is needed because it is more easy and obviously it saves paper compare to the manual library and it saves a lot more time.…
