The Four- Frame Model

Many factors make organizational life complicated, ambiguous, and unpredictable. Therefore, making organizations complex entities, which is often difficult to understand. To find the right way to frame organizations in a world that has become more global, competitive, and turbulent is the biggest challenge for managers and leaders. These frames can be used to identify what is wrong in organizations and what can be done to correct it. Each of the frames comes with a group of concepts, metaphors and values that provide the scaffolding for organizing raw experience of the world. The four-frame model are structural, human resource, political, and symbolic.
The first frame is Structural. According to Bolman & Deal (2013), “The structural approach focuses on the architecture of organization-the design of units and subunits, rules and roles, goals and policies” (p. 21). The structural metaphor for organization is factory or machine, which emphasizes goals, specialized roles, and formal relationships; this frame can be used to organize and structure groups and teams to get results and fit an organization’s environment and technology. First, San Joaquin County Public Health Services WIC exists to achieve established goals and objectives. For instance, the goals is to decrease the risk of poor birth outcome and to improve the health of participants during critical times of growth and development. This is done through nutrition education and counseling, supplemental nutritious foods, breastfeeding promotion, and medical care referrals to other health, welfare and social services. Second, there is specialization and clear division of labor for employees, such as the office assistants are trained to only do the work in the front, the counselors are trained to have one-on-one contact with participants to determine eligibility and make medical care referrals if needed, whereas the RD are
