Laissez-Faire Racism
In “Racial Attitudes and Relations at the Close of the Twentieth Century,” Lawrence Bobo discusses the concept of laissez-faire racism. Laissez-faire racism describes how racial attitudes in America have shifted from the overtly racist policies of Jim Crowe racism to more subtle forms. As opposed to during the Jim Crowe era when African-Americans faced blatant racism like segregation, they now face underlying racism educationally, socially, and politically. The four main characteristics of laissez-faire racism, as described by Bobo, are “a continued acceptance of negative racial stereotypes; a belief in a level playing field; the belief that due to this level playing field, anyone can succeed by working hard and playing by the rules; and our country’s belief in justice, so our country’s people behave consistently according to just principles.”
Although there are many instances of this within the institutional policies and practices in our country, the two main examples that best illustrate the concept of laissez-faire racism are education and the criminal justice system. The most prominent example of laissez-faire racism is our country’s education system. Although clearly our country does not still have overtly racist policies such as the separate but equal doctrine, there is still a clear disparity between the education received by white Americans and African-Americans and other minorities. The fact of the matter is, African-Americans and other minorities are still living in poorer neighborhoods, in which the quality of schools simply does not compare to those in richer neighborhoods. Students are held to lower expectations at these schools. The textbooks and curriculum are outdated, and job resources are not available to these students. The drop out rates are much higher for African-Americans and minorities, SAT scores are much lower, and overall success rates simply cannot compare to those of white Americans living in richer neighborhoods with better

    At the turn of the last century, WEB Dubois wrote, “The problem of the twentieth century is the problem of the color-line, --the relation of the darker to the lighter races of men in Asia and Africa, in America and the islands of the sea. Every study has come to the same conclusion that biologically, there are no 'races', yet the social construction of race as a category is alive and well today.     Is Racism a Permanent feature of American Society? Derrick Bell argues in this issue that the prospects for achieving racial equality in the United States are “illusory for Blacks. Bell reminds us despite the fact of the progress of blacks in United States; the legacy of slavery has left a portion of the race “with life-long poverty and soul devastating despair”. Bell believes that race consciousness is so imbedded in whites that it is virtually impossible to rise above it. He also argues that “few whites are able to identify with blacks as a group” and tend to view blacks through “comforting racial stereotypes”.     Bonilla-Silva looks to answer two questions in this literature: “How is it possible to have this tremendous level of racial inequality in a country where most people (white) claim that race is no longer a social relevant social factor and that “racists” are a species on the brink of extinction? More significantly, how do whites explain the contraindication between their professed color blindness and America’s color-coded inequality?” In “Color Blind Racism”, Bonilla-Silva challenges the idea that we live in a society that is nonracist or nondiscriminatory. He insists that regular white folks engage in unintentional discrimination every day because of the social construction of the ideology of race. Today’s racism may be somewhat different than racism during the Jim Crow era. Instead, there is a different type of racism that has materialized around the 1960s. Bonilla-Silva refers to this type of racism as the “New Racism”. Since its emergence, color blind racism has become structured into almost every institution and has become a part of everyday life. Because of this new racism that continues to be socially constructed, blacks and other minorities suffer from inferior jobs, education, and housing. Bonilla-Silva discusses four central frames of color blind racism: 1) Abstract Liberalism. According to Bonilla-Silva, abstract liberalism allows whites to reasonably support racial inequality. 2) Naturalization. Naturalization is a way that whites can perform everyday actions that may seem natural because it’s the way of life. 3) Biologization. Biologization gives the idea that biological characteristics are the reason blacks maintain an inferior status. 4) Minimization of Racism. This frame suggests that racism isn’t a big deal.
