Katherine Boo’s Expectations describes the challenges and successes of Superintendent of Denver Public Schools Michael Bennett’s ambitious education reform plan to in 2006. Bennett’s reform aimed to prepare the majority of the Denver’s public school students for college by establishing the toughest graduation requirements in the state. Bennett’s key component for achieving this goal was to close the worst performing schools and shift their students to better ones. The initial target of Bennett’s school closure was Manual High School, a century-old high school with some of the city’s highest dropout rates, lowest student test scores, exhausted teachers, and significant gang activity. Bennett would impose his high graduation rate standards on schools in his districts, close underperforming schools moving students to other schools (students would be allowed to choose the school they wanted to move to), and track student success through a computer database to identify those students who needed extra help so no student would slip back towards low …show more content…
Each philosophy coexists with one another, but one or two of the philosophies may be emphasized depending on the goal of the reform. Light argued the Four Pillars are necessary components of any reform to the United States’ Federal Government. In fact, Light claims these philosophies are expressed in our U.S. Constitution and legislation in the form of federal statutes. The significance of each reform can depend on the administration, political party in-charge, or even public opinion at the time. Since State and Local governments are reflections of our Federal government these philosophies therefore apply to them as well.     Over the last twenty-five years, federalism has transformed due to the increase in federal mandates on state and local governments. Federalism refers to a political system in which there are local units of government, as well as a national government, that can make final decisions with respect to at least some governmental activities, and whose existence is protected. When the Framers devised this political system their goal was to protect personal liberty and create a separation of powers. Over the years, federalism 's goal of decentralization evolved giving states more leeway.     For example, recently there has been a massive change in public education which has previously been an issue controlled by each state. Previously states would decide how to fund the schools, the goals of each grade, and the learning standards that every school would try to meet by taking standardized tests to evaluate faculty performance. Deciding that education should be more universal throughout America, Common Core State Standards begun to be implemented around 2010 and this was one national standard that all states are expected to meet. The use of Federal power in public education was a controversial decision for many in politics. The fear of moves to increase the scope of “power” in the federal government felt by Republicans today is reflected on a quote regarding Common Core education by Louisiana governor Bobby Jindal, he states, “We won’t let the federal government take over Louisiana’s education standards” (Layton). Jindal’s quote is very reflective of how many Republicans today view having too strong of a central government, the United States is such a diverse and massive country that many believe the best interests of each state should be left up to themselves. This argument is countered by the view that having 50 different systems could lead to inequality and a lack of universal structure for the government. This type of disagreement on use of Federal power in every day policy is not a modern dilemma and has been tirelessly argued since the Constitution was written.
