He is the one who gets excited when he hurts someone, or kills someone. But not in the beginning of the book. In the beginning he is the boy that stays low-key and is the boy "who kept to himself with avoidance and secrecy”. He doesn’t stay that way for long. You can tell how he is by the way he destroys the littluns sand castles, and has fun doing it he starts "kicking them over, burying the flowers, scattering the chosen stones. Maurice followed, laughing, and added to the destruction". When Jack finally goes off on his own, Roger follows, but does he really want to be a follower? I don’t think so. Roger is power hungry, even more than Jack was, maybe even more evil. He starts to show his true colors when they begin to attack Ralph’s tribe. "You don't know Roger. He's a terror."
