Investigattor Nap Police Case Study
Officers Cox and Sullivan were on patrol in the area of the 2300 B/O Pennsylvania SE when they were flagged down by Eddie Hines (W-1) who reported that his brother was being assaulted by several males. Officers Cox and Sullivan responded to the rear of the 2300 B/O Pennsylvania Ave SE where they saw several black males fleeing from the area. Officer Cox gave chase and after a brief foot pursuit he was able to stop Alijah Johnson (D-1) in the 2200 B/O Prout Street SE.
Sergeant Nickerson interviewed Phillip Hine(C-1) who reported he left a liquor store and sat on his scooter when 4 males approached him and tried to forcibly take his scooter. A Sixth District Detective was requested to the scene to assist with the investigation.
Investigator Napper and Detective Abdalla responded to the scene. Investigator Napper spoke with W-1 and he reported that he and C-1 who is his brother rode their motor scooters to the liquor store which they parked in front. When they were leaving the liquor store they were approached by 4 black males. The males surrounded C-1 assaulted him and took his motor scooter. W-1 advised that C-1 gave chase and followed the males into the alley at which point C-1 was able to take the

The video footage shows W-1 and C-1 in front of the liquor store attempting to leave on their motor scooters. When they were approached by 4 males suspects. The suspects appear to saying something to C-1 and W-1. W-1 rides away on his scooter and the first suspect pushes C-1 off the scooter when and the second suspect grabs the scooter and pulls it away. The other two males attack C-1 as he is trying to get the scooter back. Then one suspect is able to gain control of the scooter and flee the scene out of the cameras view. Looking at the video Investigator Napper and Abdalla were able to see that D-1 was second suspect he pulled the scooter away from
