Abstract
Traffic congestion is a vexing problem felt by residents of most urban areas. Despite of high gasoline prices, rush hour gridlock and pollution, seemingly nothing can interfere with people’s love affair with the car. Building more roads cannot provide the answer to better traffic management as it cannot keep pace with the ever increasing vehicle population as well as limitation of the environment’s ability to sustain the impact. Unlike authorities in cities across the world where people are encouraged to make greater use of public transport, residents of Islamabad are handicapped to exercise this option due to absence of a mature and well integrated mass transit system. An intelligent traffic management system which can ensure smooth flow of traffic to manage congestion (delay, reliability and network resilience) for all people and freight movement on the road network is required for Islamabad. This paper therefore argues the case for a better integrated approach towards road network management for ensuring mobility of people and goods through integration of governance management issues, information technology and traffic routing systems.
1. Background
Interest in ITS comes from the problems caused by traffic congestion and a synergy of new information technology for simulation, real-time control and communications networks. Traffic congestion has been increasing worldwide as a result of increased motorization, urbanization, population growth, and changes in population

    As a result of an increased population inhabiting one area, traffic congestion is often a major issue resulting from urbanisation. In London, traffic is evidently a problem. As it would be expected from a capital city home to more than 8 million people, alongside the 30 million visitors received per year, the London road network is often under tremendous strain. Despite London’s extensive public transport facilities, many still choose to drive their own vehicles around the city. In Mumbai, the road network suffers a similar strain, unable to cope with the millions it carries each day, it suffers from increased journey times, congestion, and air pollution. In London, park and ride schemes, cycle lanes, congestion charging schemes and low emission zones have been introduced to combat the traffic. In terms of its success, an example of immediate impact was the introduction of the congestion charge, reducing the amount of traffic in the heart of the capital by about 15 per cent. However, according to TFL, the reduction has not been sustained. In Mumbai, people have tried using alternative vehicles such as mopeds and scooters, and whilst this helps them to dodge traffic jams, it has only contributed more to the poor air quality caused by emissions. Ultimately, it is clear that not all solutions are effective, but in a wealthier country like the UK, there is a much higher chance of success due to the funding fuelled into these schemes; with time, the schemes may…

    Transport management is one way on which urban areas can attempt to be more sustainable. It usually involves either changing the type of transport, for example cycling and waking instead of using vehicles. It could include using alternative fuels or promoting and organising modes of transport to encourage the population to use a particular type which would make the urban area more sustainable. Sustainable is defined as ensuring we meet our present needs without compromising the needs of future generations. Toronto is a developed urban area, so in theory should have a more sustainable transport system than a newly developed city such as Curitiba or Rio de Janiro, who may have other problems, such as poverty which they may be trying to solve and so not focusing on having a sustainable transport system.     Government of India has taken an ambitious plan of improvement of National Highway Network of the country. The highway network after improvement needs to be operated and maintained by developing priority programs and schedules of rehabilitation, maintenance and new construction within budget constraints. To maintain these national Highways, a large amount of data on Road Inventory, Traffic, asset Condition etc. are required to be collected, stored, maintained and retrieved on a continuous basis. Presently, no comprehensive information system is maintained by road agencies and investment & management decisions for improvement/ maintenance programs are made based on broad performance indicators such as traffic intensity and riding quality of road network. The alternative strategies of improvement are generally not evaluated based on life cycle cost analysis due to lack of availability of information and non availability of analysis tool with road agency and planning organization. This may give rise to making non optimum budget allocations especially while managing fast expanding network of national highways and addition of new expressway system. This has established a need for developing a modern road Information System coupled with intelligent features for management of National Highways. The RIS system would have the effective role in the process of planning, design, construction and maintenance activities of the department. Budgeting, allocation of funds and maintenance management could be carried out more scientifically through the proposed RIS and thus effective improvements can be achieved in the management of the corridors and environmentally sensitive areas.
