Foreword
This set of E-Primers on the application of Information and Communication Technologies (ICTs) to development, is presented by UNDP for the benefit of participants to the World Summit on the Information Society. These E-Primers have been produced by UNDP’s regional project, the Asia-Pacific Development Information Programme (APDIP), in association with the secretariat of the Association of Southeast Asian Nations (ASEAN). They cover a range of key topics of special interest to the ICT for Development field. Although produced mainly within and for the Asia-Pacific region, the Primers contain information and examples which pertain universally. • The Information Age • Nets, Webs and the Information Infrastructure • E-commerce and E-business • Legal and Regulatory Issues for the Information Economy • E-government • ICT and Education • ICT for Poverty Alleviation Additional titles will be added, and all can be found at http://www.eprimers.org and http://www.apdip.net.

Preface
One the many challenges facing developing countries today is preparing their societies and governments for globalization and the information and communication revolution. Policy-makers, business executives, NGO activists, academics, and ordinary citizens are increasingly concerned with the need to make their societies competitive in the emergent information economy. The e-ASEAN Task Force and the UNDP Asia Pacific Development Information Programme (UNDPAPDIP) share the belief that with enabling information and communication technologies (ICTs), countries can face the challenge of the information age.     Introduction to Digital Divide The term ‘Digital Divide’ when initially coined mainly referred to the differences between various nations and communities and their access to computer and the internet.     The International Telecommunications Union recently released a World Telecommunication Development Report (WDTR), which offers guidance on how to measure information and communication technology (ICT) access around the world. The report points out that there is a gap between digital and statistical data "within and between richer and poorer nations" (Minges et al). Michael Minges, the report's lead author, states in it that poor economies are ignored when Internet user surveys are conducted. He goes on to say that governments must become more actively involved in measuring access to ICTs in their respective nations in order to rise above the "data divide". The report listed twenty-three e-ITU indicators, assembled by the International Telecommunications Union, that are based on the results of existing data and new analyses and surveys. The list could be considered as a global standard for accumulating equivalent data to keep tabs on how the information society is developing globally (see Table 1 for the list of indicators).…

    Our country is experiencing a new industrial and technological revolution which is bringing about a significant, fast and extensive transformation of society and industry. The result of this revolution is that there is now a rapid increase in the processes of production and the transmission of goods and services produced. The ICT revolution is also encouraging new goods and services, changing the nature and organisation of work, replacing materials, resources, energy and land with information and knowledge as the principal factors of production. HISTORY OF INFORMATION COMMUNICATION TECHNOLOGY (ICT) AND E-GOEVRNEMENT The history of Information Communication Technology (ICT) in general and e-government in particular in Zimbabwe, can be traced back to 1972 with the institution of the Central Computing Services (CCS), which was aimed at providing ICT services to the public service. This was then followed with the adoption of the Integrated Results Based Management (IRBM) System in 2005, in which the e-government is an integral component and one of the three important body of the main pillars or cornerstones of the system. Thereafter, following the advent of the Inclusive Government under the Global Political Agreement, a fully fledged Ministry of Information Communication Technology was established with the mandate of promoting the use of ICTs to enhance national competitiveness and socio-economic growth.     Introduction There is widespread research interest in information and communication technologies (ICTs). According to Crede & Mansell (1998), ICTs are crucially important for sustainable development in developing countries. Thioune (2003) notes that for the past two decades most developed countries have witnessed significant changes that can be traced to ICTs. These multi-dimensional changes have been observed in almost all aspects of life: economics, education, communication, and travel.     The first keynote speaker Maura O’Neill started her speech by thanking Honorable Prime minister, Sheikh Hasina to initiate the plan of creating the digital Bangladesh. As she is appointed at USAID by President Obama who is very much concerned about development in countries like Bangladesh. Digital Bangladesh is already in existence but in a primary level. In other word, making Bangladesh a digital one, we have to establish technology driven e-governance, e-commerce, e-production, e-agriculture, e-health etc., in the society emphasizing the overall development of the common people. Building strong ICT infrastructure is the pre-requisite for making Bangladesh a digital one. For this, we need to focus on the following relevant issues assessing the harsh reality that hinders our development in this context. Latest statistics reveal that Bangladesh faces a power deficit of up to 200 MW against a demand of 5000 MW daily. It may be noted that for proper ICT development an uninterrupted power supply is a must. For the ICT development Internet users of the country must be increased. In this case our position is the worst one among the South Asian countries. From different sources, it has been learnt that, English language literacy rate in Bangladesh is lesser than one percent. Whereas, English language literacy rates in India and Pakistan are 60% and 20% respectively. There is a strong correlation between English literacy and ICT development in the present context of Globalization. In the arena of ICT English has become the Lingua-Franca. Though the above accounts seem to be frustrating one, these can be easily overcome within a reasonable span of time if we can establish good governance in the country.
