Page 755-759 1. Describe and define the concept “balance of power” in 1814-1815. It refers to an international equilibrium of political and military forces that would discourage aggression by any combination of states or the domination of Europe by any single state. 2. Describe the treatment of France by the victors in 1814. Why wasn’t the treatment harsher? The Great Powers (Austria, Britain, Prussia, Russia) did not want to create a lasting enemy in France by imposing harsh and humiliating peace terms. As a result, treatment was quite lenient, with France given boundaries it possessed in 1792 (larger than those of 1789), the restoration of the Bourbon dynasty (Louis XVIII), no war reparations. The Great Powers did, however, define a strong defensive measures to ensure that France would not again be a forceful aggressor. 3. Who were the participants and what was the purpose of the Holy Alliance and the congress system?     The revolutions of 1848-9 impacted Austria’s previously dominant political power significantly. With the Austrian chancellor Metternich fleeing from power in March 1848 and revolutions resulting in chaos that threatened the extinction of any future Austrian influence, the crippling state’s main focus was to supress anything that could jeopardize its weakened power even further, rather than establishing any plans to increase dominance. However certain events such as the failure of the Erfurt union, the humiliation at Hesse-Cassel and the meeting at Olmutz tightened Austria’s grasp by an almost transfer of power from Prussia to Austria and enabled it to begin a process of re-establishing previously existing influence and attempt to supress any Prussian political advantages. Eventually Austria’s newly found power would be put to the test as it started to draw up future plans for an even greater Austrian hold than had previously existed prior the upheavals. These plans, such as a ‘zollunion’ and the establishment of alternative custom unions can truly reveal the extent of Austria’s influential survival.…

    In its immediate aftermath, the famous description, "le Congres ne marche pas; il danse" ('the Congress does not work; it dances') was often seen as the most accurate summary of the events taking place during the Congress of Vienna in 1815. Beneath the façade of all the reveling, this gathering of diplomats marked the end of the Napoleonic Wars and the turmoil they wrought on Europe, reshaping the order and structure of the continent in its legacy. With Austria, Great Britain, France, Prussia, and Russia playing the lead roles in the Congress while the rest of the world essentially watched, the two foremost concerns in Vienna were the containment of France, and the restoration of peace and balance of power to Europe. In redrawing the continent's political landscape after the defeat of Napoleonic France the previous spring, the members managed to successfully redesign Europe into a stable and secure block. The landmark settlement also represented a turning point in the history if international relations, with the Congress serving as more than the usual post-war divvying up of the spoils, but the states were collectively able to at least partially set aside their own agendas for the well being of Europe as a whole, which was most clearly demonstrated in the dealings of the victorious powers with France, as well as the Congress' handing of the Polish-Saxon Crisis. The commitment to maintaining the balance of power led to the formation of the Concert of Europe, predecessor to the United Nations, and further solidified the long-term well-being of Europe. In doing so, one of the most noticeable results in its aftermath was a major conservative victory over liberal/nationalists, evident with the effort towards crushing future rebellions, reinstating monarchies, and maintenance of the status quo. Overall, the Congress of Vienna successfully achieved all of its goals and created a new political environment on the continent and throughout the world, that resulted in forty…
