MARK SCHEME for the October/November 2007 question paper

9708 ECONOMICS
9708/02 Paper 2 (Data Response and Essay (Core)), maximum raw mark 40

This mark scheme is published as an aid to teachers and candidates, to indicate the requirements of the examination. It shows the basis on which Examiners were instructed to award marks. It does not indicate the details of the discussions that took place at an Examiners’ meeting before marking began. All Examiners are instructed that alternative correct answers and unexpected approaches in candidates’ scripts must be given marks that fairly reflect the relevant knowledge and skills demonstrated. Mark schemes must be read in conjunction with the question papers and the report on the examination.

CIE will not enter into discussions or correspondence in connection with these mark schemes.

CIE is publishing the mark schemes for the October/November 2007 question papers for most IGCSE, GCE Advanced Level and Advanced Subsidiary Level syllabuses and some Ordinary Level syllabuses.

An appreciation in the exchange rate of the Australian dollar can have a negative effect on the Australian economy. Post GFC, the Australian dollar has experienced a rapid appreciation, reaching a twenty nine year high of $US 1.10 during the 2011. This increase in the Australian dollar has resulted in a decrease in export income as Australian exports have become more expensive in the global market in terms of other currencies leading to a worsening Current Account deficit. Imports have become cheaper, encouraging increased spending on foreign goods and discouraging spending on domestic production, leading to a deterioration of the Current Account deficit. Australian investments carried out overseas have lost value due to the appreciation, reducing the proportion of foreign income earned, directly affecting the net income section of the Current Account deficit resulting in a deterioration. These various effects demonstrate the negative implications an appreciation in the Australian dollar has on the global economy.…

Mark schemes are prepared by the Principal Examiner and considered, together with the relevant questions, by a panel of subject teachers. This mark scheme includes any amendments made at the standardisation meeting attended by all examiners and is the scheme which was used by them in this examination. The standardisation meeting ensures that the mark scheme covers the same, correct way. As preparation for the standardisation meeting each examiner analyses a discussed at the meeting and legislated for. If, after this meeting, examiners encounter unusual answers which have not been discussed at the meeting they are required to refer these to the Principal Examiner. It must be stressed that a mark scheme is a working document, in many cases further developed reactions to a particular paper. Assumptions about principles of assessment remain constant, details will change, depending on the content of a particular examination paper.…

Discuss the following questions. Shareholders elect a board of directors to elect (i.e., hire), direct, and monitor the top executives of the firm, with the intent of having the firm managed in a way that is beneficial to the shareholders. Why is it then that we sometimes see unfortunate examples of executives bilking investors (e.g., Enron, Worldcom, Tyco, and Adelphia)? Do changes need to be made in the way that shareholders control the firm's top executives?…

With a college degree in the study of Construction Management, an understanding of how the construction industry impacts the economics of a country and or the world, is essential knowledge for practitioners within this industry. When a construction project is in operation the easiest for all to see at the work site is the amount of people participating in the development. Seldom does anyone take the time to understand the total effects that a construction project has on the immediate lives of those participating in the project. Nor, do they consider the benefits that come from interacting with the project and the grander effects that the project has on the other institutions that may not necessarily have direct interaction with it but either positively or negatively are stimulated by its existence. To start our look into the effects of construction projects on the economic growth the economy is split into two structures that are identified by microeconomics and macroeconomics.…
