Educational services continually evolve as new theories and research emerge and are translated into policy and practice (Buckman, S., 2000). Insights from child development research inform the theories, evidence, and controversy surrounding care and education of young children. Rapid industrialization and urbanization, and the establishment of universal schooling in Western societies created a widespread demand for knowledge about children’s needs and capacities at particular ages, not least to inform training for new teachers and other child professionals, as well as manuals of advice to parents. While IDEA is a federal law, it places the responsibility of providing a free and appropriate public education to the local education agencies and the individual states. In accordance with the 10th amendment, establishing and overseeing a public education system is a power for individual states. On Friday September 9th, I was able to observe a third and fourth grade special education classroom, this classroom is self-contained and I had the opportunity to look through one of students IEP. I learned a lot about IEP, this is a written plan designed by specialist team that describes what kind of disabilities the child needs to improve. They have a placement service that helps in the child’s needs. The IEP is the first step that a child needs to receive special education services. The IEP is revised once a year or some times more if it’s needed. Some of the materials that we can find in the IEP are annual goals for the child, which they are placed in a short-term with objectives and performances. As an Early Head Start teacher, I utilize two developmental screening tools, the Brigance Screens and the Ages and Stages Questionnaire, to determine if there are any potential developmental delays present in the children participating in my program. I allow the child to become comfortable in the program before administering these tools, typically using them when the child has been enrolled at least a month. In order to gain maximal benefit and assist in the individualization of my program, I make sure that these tools are administered and scored within the first 45 days of attendance. If a child scores low on the first screening, I notify the parents and work with the child to see if I can strengthen skills in the area(s) where there is a deficit. I then conduct the screening again about 60 days later. If there is skill a concern at this point, I hold a conference with the child’s parents and make a pre-referral to the Special Needs/Mental Health Coordinator for Head Start/Early Head Start.…
