1 INTRODUCTION
1. In the first chapter of introduction I have given the concept of library and its kinds and function of each kind of library and give brief information of each kind of library, problems, significance, aims and objectives, scope and methodology of research work.
What is Library?
According to S.R Ranganathan Library means Universal and Self education by the individual Know that over 85% of students attend Indian college, It is important that immediate attention be given to the poor condition of college libraries. Library plays an important role in the education of millions of people. It is the real source of knowledge, without libraries no education will be complete. Libraries are very helpful to solve the many problems relating to education without libraries. It is very difficult to gain full knowledge.
The Kothari commission 1966 said that no university, colleges or departments should be set up without taking in to account. Its Library needs in terms of staff, books, journals and space etc.
The use of college library is not only useful but it is also indispensable. Without library it is impossible to maintain standards of teaching and study, without library teaching and learning process in not complete in every college the library now occupies a prominent position. It’s from important and integral part of the teaching process in the institutions.
Library plays an important role to give education and extra Knowledge to the students without library study is not complete. Library play significant role in the universities and college education.
The Radnan Krishanan commission on higher education stated that development of colleges and universities without libraries impossible. Library is part of educational institutions and the librarian is a helping guide and counselor to the reader.
In many college a teacher is give additional charge of the library. He is vested with all the authorities for the library. The large majority of the college

    Our Indian education system rewards ability to memorize rather than ability to think critically and analytically. School education system must encourage learning of concepts, and for that examination system should be re-designed on the pattern of concept-oriented system. One is the setting of objective-type questions, instead of the present system in which the questions require long, essay-type answers. In this way, it becomes possible to cover the whole course and personal factor is eliminated. This method has been used so far with success in pre-medical and other competitive examinations. But its great drawback is that it does not develop the expressive power of the students. One of the suggestions is that students should be allowed to take books of their choice into the examination hall, and make free use of them. Questions should be so framed that those students alone who are well up in the subject and have studied their books would be able to find out the right answers. Moreover, as the number of questions would be pretty large, the examinees would not get much time to search out the answers in their books. This again would make previous preparation essential. In this way, the whole course would be covered up and examinees would be obliged to make due preparations. As books would be freely allowed, the problem of mass copying or the use of unfair means would cease to exist. It would be automatically solved.Thus there is much to be said in favor of 'open book examination. children would never learn unless they wanted to learn.     Reading and the development of reading culture undoubtedly remains vital to the survival of the educational system and literacy level of any country that wishes to make landmark achievements through education. It is in light of this that the researcher decided to weigh and find out the impact one of the most important organization in the educational system has on the achievement of this aim “the library” in doing this the researcher used a student-librarian perception questionnaire to gather information. The sample consisted of 10 students who were seated in the library at the time the questionnaire was distributed and 10 librarians of Babs fafunwa library of Adeyemi College of Education. A percentages as well as T-test analysis of mean scores gotten from analysis of respondents’ were computed and analyzed in tables. Findings show that there is no significant difference between students and librarians responses to the impact of reading culture on students’ performance. (tcal=3.43, t-crit=1.73, at p<.05) Also no significant difference in responses of librarians and students on the impact of library on the development of reading culture and students’ performance.
