Definition of Industrial Relations
The study if industrial relations like some other fields of study present a complex set of definitions of which none is universally agreed as the most appropriate definition. Some authors advocate for the definition of the scope of industrial relations in narrow terms in order to grasp its concepts, while others prefer a broader view of a network of social relationships in the industry.

Flanders (1965:10) articulates that the study of industrial relations may be described as a study of institutions of job regulation. Job regulation is defined as the process of controlling job content through the creation of rules. There can be unilateral job regulation, by management or by workers/unions, or joint job regulation through collective bargaining. Job content may be affected by collective agreements both inside and outside the factory, by legislation, by works rules and wages structures.

According to Blyton and Turnbull (1998), the Oxford School made up of Flanders, Clegg and Fox reiterate that a system of rules makes up the industrial relations system. These rules appear in different guises, in legislation and statutory orders, in trade union regulations, in collective agreements, in arbitration awards, in social conventions, in managerial decisions and accepted custom and practice. The subject deals with certain regulated or institutionalised relationships in industry and rules is the only generic term that can be given to the various instruments of regulation.

Flanders stresses that not all relationships associated with the organisation of the industry are relevant. The only aspect of the business enterprise with which industrial relations is concerned is the employment aspect, the relationship between the enterprise and its employees and among those employees themselves. The relationships are identified by placing them in a legal setting.

Rules that regulate industrial relations are subdivided in two, which are procedural clauses and substantive clauses.

    The employment relationship may be defined as the relationship between employer and employee over the terms and conditions of employment (Loudoun, Mcphail & Wilkinson 2009).     The system theory of John Dunlop is one of the traditional perspectives on the employment relationship. He trusts that if stakeholders bound together over a settled ‘web of rules’ can be seen as a distinct system in industrial relation. According to Dunlop (cited in Teicher, Holland & Gough 2006, p.34), he explains “The establishment and administration of these rules is the major concern or output of the industrial relation sub system of industrial society...”. His system theory provides the knowledge, process and practices to the employment relationship. The structure of Dunlop’s system theory which mainly contain four elements, 1) The Actors in a system, 2) The Contexts of a system, 3) The Establishment of rules, 4) The Ideology of an Industrial Relation System (Dunlop 1984, p.35). Three groups of actors to interact with each others are managers and their representatives, employee and spokesmen, and the other governmental agencies with an interest in industrial relations. Besides, the environmental factors can be affecting through the process. Dunlop (1984) identifies three aspects of the context and they are technological factors, the market or budgetary factors and the locus and distribution of power. The third part in Dunlop system theory is the establishments of rules which call web of rules as well. Procedural rules and Substantive rules are two types of rule in the system to use to govern the employment relationship. Abbott (2013) note that procedural rules are about process, to use established and administered rules to consider the means and it can help for settle down dispute caused by labour contracts. Besides, it is to make rules and can be applied to particular situation.
