According to client’s case record, client was referred by a friend to LKI Family Services this past spring 2012 for assistance. According to the program supervisor, client continues to require assistance in order to obtain self-sufficiency. The intake stated that this client and her family have limited resources and there are concerns that there is not enough food in the home and many times they do without water and electricity. The intake referral , who made the referral, wanted to help the client so that they would not become involved with the State welfare services and possibly child protective services.…
He and the mother are often high in front of the children. The mother and father both use Roxy and Meth. The father may be cooking meth in the barn at Shree's house or on Griffin Rd at the home of David Bruhl. Tiffany threatens to send the children to Shree's house in an effort to frighten them. The parents split time between them and both are neglectful and verbally and emotionally abusive to the children when they are with each of them. I have witnessed it. This has been reported all the time. DHS has many reports. The children are constantly threatened, purposefully frightened, witnessing physical violence, witnessing acts of terror, exposure to parents who are high on drugs, exposure to wreckless driving and much more. Both parents use drugs regularly and there has been manufacture of meth by the father. The children are present when the parents are high on drugs and have been in the car when the father was high and driving. The Illinois Department of Children and Family Service Abuse and Neglect hotline received a report alleging Lisa S. left her children: Earl, Alice, Amy, and Eli, home alone in order to find her estranged husband. According to report, Lisa S. stabbed her husband with a 7-inch butcher knife upon locating him. Estranged husband, Eli Smith Sr. was transported to the hospital and was listed in critical condition. The knife punctured his lungs and diaphragm. Lisa S. was arrested and released shortly after her arrest. She was charged with aggravated domestic battery. CPS specializes in the care and protection of children who are underage. CPS “is required by law to investigate reports of child abuse or neglect” (Texas RioGrande Legal Aid, 2013). This is one of the most popular health and human services in Texas. CPS is widely known for their unwaivable desire to go to any measure to protect a child. Even though they are determined to bring justice, there are still some flaws that plague this program. The employees that work for CPS have complained of “staffing shortages, lack of communication between state agencies, and what they are sometimes unrealistic evidentiary thresholds needed to remove kids from dangerous homes” (Hirschfeld, 2014, p.1). I believe some interventions and services necessary to carry out the course of action is to get DCFS involved because the landlord threatens to turn off the utilities and kick her out if Marquit doesn’t cooperate with his advances. The children are forced to watch the landlord “taking advantage” of their mother. The landlord laughs at them and criticizes them if they turn away. They see the agony on their mom’s face, but feel powerless to help. I believe this is a form of emotional child abuse because this is not appropriate for the children to be exposed to this situation.
