The Challenges for India’s Education System
Marie Lall, Chatham House

Summary
• This paper, the first in an occasional series on India’s education system, places the current issues facing education in India in a historical context.

• Since Independence, successive Indian governments have had to address a number of key challenges with regard to education policy, which has always formed a crucial part of its development agenda. The key challenges are:

• improving access and quality at all levels of education; • increasing funding, especially with regard to higher education; • improving literacy rates. • Currently, while Indian institutes of management and technology are world-class, primary and secondary schools, particularly in rural areas, face severe challenges.

• While new governments commonly pledge to increase spending on education and bring in structural reforms, this has rarely been delivered in practice.

• Most of the changes undertaken by the previous BJP-led government were aimed at reforming the national curricula, and have been criticized for attempting to ‘Hindu-ize’ India’s traditionally secular education system.

• Improving the standards of education in India will be a critical test for the current
Congress-led government. It will need to resolve concerns over the content of the curriculum, as well as tackling the underlying challenges to education.

India’s education system turns out millions of graduates each year, many skilled in IT and engineering. This manpower advantage underpins India’s recent economic advances, but masks deepseated problems within India’s education system. While India’s demographics are generally perceived to give it an edge over other countries’ economies (India will have a youthful population when other countries have ageing populations), if this advantage is restricted

    In terms of demographic profile, India remains one of the youngest nations in the world with 38.2% of its population in the 0-5 year age bracket. This translates into the Indian Education system being one of the largest educational systems globally with a network of more than 1.2 mn schools and around 31,000 Higher education institutes. Education, being one of the important determinants of human welfare of any nation, the GoI has accorded priority for the promotion of education especially primary & secondary education in India. Correspondingly, the government’s spend on education as a percentage of GDP stood at 3% while accounting for 11.3% as a proportion of all public expenditure. However, the GoI is faced with several hurdles in terms of penetration across all education segments viz: Pre- school, K-12, Higher education etc as well as reaching out to the students in tier-III cities and rural areas. The GoI has therefore emphasised on Public Private Partnership (PPP) in education so as to augment the literacy rate from 74% as per the Census 2011.…

    Education has been given high priority by India’s central and state governments and continues to grow fast. School access has been expanded by investment in school infrastructure and recruitment of teachers. In higher education too, the number of providers continues to rise rapidly. A new law enshrining the rights of all children to free and compulsory education will further lift enrolment, bringing closer the government’s goal of universal elementary education, which comprises eight years of schooling. Nevertheless, high drop-out rates and low attendance continues to be a challenge at lower levels and enrolment at higher levels remains modest by international standards. Private sector involvement is on the rise. While it helps expand education infrastructure, particularly in higher education, access has not always been assured and the availability of student loans for higher education needs to improve. Poor learning outcomes amongst school students and mediocre higher education provision call for more effective government regulation and funding arrangements. Expanding resources will help but they need to be deployed more effectively, while incentives and professional development systems for teachers need to be strengthened. In higher education the government has proposed reforms which have the potential to bring about much-needed improvements in regulatory effectiveness. Efforts should focus on reducing micro-regulation and improving institutional autonomy, in order to stimulate innovation and diversity. Increasing the number of institutions subjected to quality assessments will be important for lifting standards across the higher education system, while reform of recruitment and promotion mechanisms could help attract and retain talent in academia…
