Principle agencies are related to the categories these are as listed below:
Category 1 responders ("core responders")
Emergency services responsible for responding to emergency situations based on 999 calls in the UK dependent on the nature of the emergency, as an ambulance service response is based on calls from the public relating to injuries, sudden ill health or fatalities. This service can be backed up by others within this group, such as police, fire, coast guard etc, in case the patient is involved in incidents such as fire, criminal incident or issues at sea.

Local authorities

All principal local authorities (i.e. metropolitan districts, shire counties, shire districts, shire unitaries), these agencies are responsible for funding and how money is spent within their area of care.

Government agencies this can include:
Environment Agency – responsible for issues relating to the registration of services and maintenance of the service and the environment, will also investigate as part of RIDDOR if accidents at work are reported and the environment needs to be checked for safety. Will also observe and check cleanliness of locations especially hospital and food areas.
Health and Safety Executive- ensuring that the locations remain safe and that all relevant policy is in place regarding health and safety, staff training and RIDDOR as well as accidents and incidents, how to support the location with policies and there to investigate in the event of a more serious accident occurring for example blue light vehicle hitting another car in transit.

Category 2 responders ("co-operating responders") these will ensure that everything runs smoothly when supporting services to repair maintain each
