In order for the Smallsville Public Library Project to be a success, proper planning is crucial. The lines of communication need to be clearly established early in the planning of the project. To best serve the owner’s needs, a construction management firm can act as an advisor to the owner and can help to communicate the needs of the owner to the design team and construction team, while keeping the owner at the top of the communications web so that all communication goes through the owner.
A very important part of successful project planning is utilizing tools and technology effectively to supplement the planning process. Scheduling must be updated on an almost continual basis, which is nearly impossible without the aid of scheduling software programs. Estimating the cost of a project at each stage of the design phase is essential in keeping the design of the project on budget. Estimating is made to be a faster and more accurate process with the effective use of software applications. Timberline estimating software and Primavera Project Planner are two examples of software applications that could be of use for this project.
Risk Analysis
The risk analysis performed for the proposed Smallsville Public Library project was broken up into six main groups. Those groups are environmental, technical, legal, financial, organizational, and acts of god. For clarity, following is the description of what each of the six groups is assumed to consist of:
Environmental: General weather conditions (seasons), existing soil conditions
Technical: “Future Proof” technology incorporated into the design, complexity of restoring a building on the National Register of Historic Places, complexity of matching the addition to the existing building
Legal: Guidelines and restrictions for renovating and adding onto a building on the National Register of Historic Places, local building codes, local bidding restrictions for public
