Chapter I
The Problem and its Background

Introduction
The Philippine State College of Aeronautics or PhilSCA is the aviation state college of the Republic of the Philippines with its main campus located at Villamor Air Base, Pasay City, Metro Manila. Aside from its undergraduate courses, it is the only institution in the Philippines that offers masters and doctoral programs in aeronautical education and management. It was initially established in 1967 as Basa Air Base Community College by the Armed Forces of the Philippines (AFP) to address the problem plaguing the 5th Fighter Wing of the Philippine Air Force stationed at Basa Air Base, Floridablanca, Pampanga. Most of its graduates are employed in the AFP, Philippine National Police (PNP), Philippine Coast Guard (PCG), Philippine Aerospace and Development Corporation, Air Transportation Office, as well as by local and international airline companies, aeronautical colleges and flight school and aircraft repair stations. There are five campuses of Philippine State College of Aeronautics existing in our country, they are located at Basa Air Base, Floridablanca, Pampanga; Clark Air Base, Angeles City, Pampanga; Fernando Air Base, Lipa City, Batangas; Mactan Air Base, Lapu Lapu City, Cebu; and the center of our research the main campus at Villamor Air Base, Pasay City, Metro Manila.

We like to think of Philippines State College of Aeronautics as a developing school. As such, it is in need of support and guidance from the government, and if possible private companies of the aviation industry. We know for a fact that Philippine State College of Aeronautics is dubbed as “One of the best performing Aeronautical School” by the Professional Regulation Commission. If Quality of Education we are talking about is the kind that International Standards Sponsors. Philippine State College of Aeronautics is not only going to need sufficient financial and because that alone is not going to cut it. It also needs all support it
