Community Assessment
San Diego County is in Southern California. Mountains, beaches and deserts are all within an hour’s drive from anywhere in the county. San Diego is the second largest city in California measuring 4200 square miles. Average temperatures are 60-80 degrees Fahrenheit year round. (Wikipedia, 2013) We have warm dry summers and mild winters with relatively low rainfall averages (when compared to other cities) of 10-14 inches. Air quality in San Diego is ranked as good to moderate. San Diego’s drinking water is poor, ranking 9th of 10 cities with the worst drinking water in the nation. (County of San Diego Public Health Services, 2013) In 2011 population of the city of San Diego was 1,113,516 people with 50.5% males and 49.5% females. The birth rate per 1000 people from 2000-2006 was 15.6. The death rate per 1000 people from 2000-2006 was 6.8. There are about 4,000 people per square mile in the urban parts of San Diego County. The median age is 33.6 years old. San Diego’s population consists of 45.1% white, 28.8% Hispanic, 15.6% Asian, and 6.3% black. Out of those over 15 years of age, 35% are single, 47.5% are married, and 17.5% are separated, widowed or divorced. The population went up by 1.11 million in 1990 and 1.22 million in 2000. 54% are democrats, 44% are republicans. The median household income in 2009 was $59,901. Out of those over 25 years old, 82.8% have at least a high school diploma , 35% have a Bachelor’s degree, and 13.4% have a Graduate degree. Unemployment in 2010 was at 6.1%. The largest employer in San Diego County is the Department of Defense (City data website, 2013). Approximately 13% of San Diego County residents live below the poverty line. The number of people collecting food stamps in San Diego County went from 83,000 in 2006 to 237,000 in 2012. (The Voice of San Diego website,

    Numerous problems have been created due to the economic crisis that almost everyone in the United States has been suffering from. San Diego in particular, hit hard with the crisis, has faced a number of foreclosures and evictions which have consequently increased the number of homeless people on the streets. "America 's Finest City" has always faced a homelessness problem, but like all chronic problems with the homeless, it is merely acknowledged in times of recession and economic demise. “In down times like today, focus is on the struggling middle-class homeowner, not on the housing problems of the longstanding ill-housed population" (Shaw). USLegal.com defines “homeless” under Section 11302 of the McKinney-Vento Homeless Assistance Act as an individual “who lacks a fixed, regular, and adequate night-time residence or a person who resides in a shelter, welfare hotel, transitional program or place not ordinarily used as regular sleeping accommodations, such as streets, cars, movie theatres, abandoned buildings, etc”. Our deteriorating financial market has led to more and more people being laid off of work, leaving the homeless community to grow in San Diego. But although the financial crisis can deepen the homeless situation in San Diego, it is not the sole reason for it. It can be said that at San Diego could even be the creator of its own chronic homelessness problem. The homeless population in San Diego can be attributed to a number of factors, such as the attempts to attract tourism or to keep San Diego "America 's Finest City”. What people do need to focus on is creating a solution to this problem. Even during the prosperous economic times in the Clinton administration, the number of homeless people was still high and there have been many proposed solutions to pacify the problem, yet pacifying the problem is not enough. We must not only prevent homelessness, we must accommodate those who are already without a dependable place to live. The city of San Diego…

    San Diego County is located in the south eastern corner of California and lies geographically north of the Mexican Border and south of Orange and Riverside County. (Appendix 1, Fig 1.) It covers an area greater than the states of Rhode Island and Delaware combined, measuring 4,525.52 square miles.("San Diego County," 2010) In addition to San Diego City, the county comprises of 18 incorporated cities. It is has 193 square miles that are home to 18 Native American reservations. While not the largest in population or in acreage, San Diego has most reservations of any county in the country. The county has many diverse and unique district areas, (Appendix 1, Fig 2) which range from Oceanside in the north county, which is home to the Camp Pendleton Marine base, to San Ysidro at the southern end of the county that has the busiest international land border crossing in the world. (San Ysidro Intermodal Transportation Center Study) In the eastern part of the county, the climate is warmer and more rural with agricultural farming in Ramona and El Cajon, a community of 100,000 where quarter of the population is of Iraqi decent and has the second largest Iraqi population in America. (Iraqi American, 2014) The western part of the county is has large stretches of prime beach front property in Del Mar, La Jolla and Rancho Santa Fe, that has some boasts of some of the most expensive real estate in the country. San Diego has a semi –arid, Mediterranean climate with an average temperature of 72 degrees and 300 sunny days. There is little precipitation and in 2014 the governor of California declared a statewide drought emergency. (Governor Brown Declares Drought State of Emergency, 2014) The mild sunny climate along with numerous family orientated tourist attractions such as the world renowned San Diego Zoo, SeaWorld, LEGOLAND, Balboa park and 7o miles of pristine beaches make San Diego a year round visitor magnet…
