Project Introduction
Gold Coast City is located on the central east coast of Australia. It is one of the largest Local Government areas in Australia, with a present population of approximately 500,000. The Gold Coast light rail project is one of the biggest public transport projects in the country, and the biggest transport infrastructure project ever undertaken on the Gold Coast.
Stage 1 of the project is being delivered as a public-private partnership between the
Queensland Government, City of Gold Coast (City), the Commonwealth of Australia and GoldLinQ, with the City providing a financial contribution of $120 million.

Project Instructions
Stage 1 Work – Overview of Gold Coast Light Rail Stage 1 Project (10%)
Carrying out research on the completed Gold Coast Light Rail Stage 1 project in
Queensland, your group is required to write a report to define the project and describe the contract and project delivery system which were used in the light rail project. The following aspects need to be investigated.
(1) Project Definition
The following aspects need to be covered:











What are the circumstances that led to the project?
Who are the project stakeholders?
What are the interests of each project stakeholder?
What are the goals of the project?
To achieve the goals of the project, what are the main products or services the project will need to create?
What products/services related to this project is excluded from the project scope?
Of the projects performance objectives (T,Q,C), which are likely to be the most important for the owner?
What are the main resources needed for the project?
What are the main constraints for implementing the project?
What are the main risks in this project?

(2) Project Delivery System and Contract
The following aspects need to be covered:
 What type of project delivery system was used to deliver the Gold Coast Light
Rail Stage 1 project? And why was this type of project delivery system used?
 What are the contractual and functional relationships among the major project stakeholders?  What are the roles of major parties involved within the project delivery system?
 Describe the project development process and the involvement of the major parties in various stages of the process
 What types of contracts were used in the project? Why were they chosen?
 What type of tendering process was used? Why was it chosen?
Note 1: Gold Coast Light Rail Stage 1 project was completed. When you carry out the project work, you may refer to documents available online or published in hardcopy. However, you are not supposed to copy and paste the contents from those documents. Otherwise, it will be treated as plagiarism. You need to analyse the

above questions and write a report in a professional way and from the perspective of you as a civil engineering student.
Note 2: The weighting of Part 1 work is 10%. Comments on the work will be provided to each team within four weeks after submission.
Note 3: The above questions present the scope that you need to explore in the submission. However, in organizing your work, you should not write the report in a way of Q&A. Please write report in a professional way to cover the above questions.
You are also required to work out a table which highlights how the above questions have been answered/covered in the sections of the report.

Submission Requirements


Report is due at 4pm Friday, 10th April 2015 (Week 5)



Submissions will be to the School Office. A penalty of 5% per day will be imposed unless an extension is granted with prior approval.
