Child Welfare System: A Case Study
The number of foster youth in the child welfare system was estimated at 402,378 as of September 30, 2013 (U.S Department of Health and Human Services, 2014); and of those exiting the system, 10% were discharged due to emancipation. This subgroup of foster youth aging out of the system, referred to as transition-aged youth, do not typically experience the support system needed to successfully transition into young adulthood. While some service eligibility for foster youth extends to age 25, foster care most commonly ends at age 18. Annually, in California, approximately 4,000 foster youth ages 18-21 exit the system, attempting to gain self-sufficiency (California Community Colleges Student Mental Health Program, 2015).
