A Case Study on the California High Speed Rail System (CAHSR) - Is It Feasible?

Abstract:

California High Speed Rail (CHSR) system is a mega project planned by the California High Speed Rail Authority (CA HSRA), connecting the major metropolitan areas of California. The project finalized in mid 2000, is estimated to be one of the most expensive of its kind. It is in the lines of the high speed rail systems existing in France, Japan and China. The cost of the total project, which will cover around 800 miles, is estimated to be around $45 billion as of 2008. At this time of economic instability and no proper funding expected the big question is that - is the project economically feasible?

This case study evaluates the financial benefits of the project. It will show the various sources from which the project will be benefited. Since it is a public investment if the total benefits are more than the total costs it is said to be economically feasible. This case study uses the benefit-cost analysis as an evaluation to establish this. It uses only the benefits and costs which are quantifiable and those which are not duplicative.

Introduction:

California’s burgeoning population and increasingly congested highways and airports demanded new transportation solutions. Highway construction The California High Speed Railway Authority (CHSRA) was created in 1996 to build a high-speed train system connecting California’s major metropolitan areas. By 2000, the authority had developed investment-grade ridership forecasts, revenue, cost and benefit of the system. The high-speed train system will create more economic stimulus and cost less than half as much as the alternative - building more lanes, bridges and ramps along highways; and terminals, gates and run-ways at airports. The Authority’s studies show that the full system, serving 30 stations,

    The light rail project will benefit Oahu in many ways, and should be constructed without delay. The first reason that the rail should be constructed is because it will help the economy. One example of how the rail will benefit the economy is that it will create many lasting jobs for workers due to the fact that the rail is a massive project that will last years. The pollution from cars is immense, and there is no way to remove the damage already done, only reduce the amount that we are damaging it by. The rail is electric powered, which is eco friendly. The more people who ride the rail, the less cars there will be on the road; the less cars there are on the road, the less pollution there will be. Those who are against the Light rail claim that during the construction it will cause more traffic, instead of decreasing it. While this is true, it is very short sighted and they are only looking at the small picture.     These operating cost figures should be cited with caution. Critics often refer to the “loss per passenger” of the longdistance trains. However, each long-distance train passenger is the equivalent of five short distance train passengers because of the greater distances traveled. More importantly, these “loss per passenger” figures often include not only the “avoidable” costs of operating individual long-distance trains (such as the cost of diesel fuel) but all of the shared costs that Amtrak incurs for the benefit of both long-distance and corridor trains (such as the cost of mechanical facilities, Amtrak’s computer systems, and stations like Los Angeles Union Station). Including shared costs produces inflated and misleading “loss” figures, since these costs will not go away if long-distance trains are eliminated.
