Minutes of the 2nd Semester Barangay Assembly of the Barangay Council of Barangay 2, Bacolod City, dated November 9, 2012, held at Barangay Hall, 3:00 p.m.

I. MINUTES OF THE BARANGAY ASSEMBLY

Opening prayer was led by Purok President Charito Sombito. Thus, singing of Pambansang Awit was preceded. Punong Barangay Emelda J. Banguanga acknowledged the presence of P/Inps. Robert Dejucos of PS2, Lina Magbanua and party represented the City Mayor’s Office, Barangay 2 Scholars, ALS Learners, Purok Officials of 5 Puroks, concern citizens and Honorable Mona Dia Jardin.

First presenter was Kagawad Noe M. Romero Sr., Chairman Committee on Peace and Order; he reported that from May to October 2012 the number of cases filed in the Barangay is 37 included the VAW-C cases. In drug related cases, about 15 persons apprehended from April to October 2012 based on the drug inventory receipt of property seized issued by the PDEA Operatives and CAIDSOTG.

Barangay Kagawad Ramon E. Jamelo, Chairman Committee on Education and Infrastructure, reported that the Barangay has already had 27 Barangay Scholars enrolled at Bacolod City College which is a continuous program of the Barangay. 55 Preschoolers enrolled at the Barangay Day Care Center, about 50 out-of-school youth catered by the ALS program of the Barangay, and 10 scholars facilitated by the Barangay through the TESDA skill training program.     The barangay of our choice is Barangay San Antonio. It is an active community. I noticed that there are plenty of different shops in the area. It is a good aspect having plenty of shops because that means that the people will never run out of choices just in case they need to buy their needs.     Our project was implemented at Brgy 601 Zone 59 District VI, a small community V. Mapa Ext. Sta. Mesa, in the city of Manila. Our group opts to choose this barangay because of its nearness and at the same time, our group leader’s residence is located there. The place was a typical urban community with single story houses, children playing in the streets, bystanders in some benches, single small scale businesses like convenience stores and street carts as among the common things that you could see in a barangay. There are also tall condominiums and small shops and restaturants nearby. High rise infrastructures are observable nearby since the place was situated near some commercialized districts and downtowns of Manila. The barangay seems not that populated and the areas are not so dilapidated like the other barangays. Of course, there still some eye sores the place like the informal settlers who might get damaged seriously if ever calamity like fire or earthquake comes because of their congested situation, and those seem to be like knotted pasta strips of electrical/cable wiring on every posts that could be very dangerous to the neighborhood. Their barangay hall is newly renovated, as we went there for informing them about our said visit and there we are accommodated and assisted warmly by a barangay official and he toured us in some points of the community.…

    The participants were asked to seat at a certain group according to the number designated on their ID’s. The program started with the raising of the Bosconian Insignias in the different Don Bosco schools while having someone who seemed to be a Bosconian “bunso” sing the song “Di Ka Nag-iisa”. It was a very breathtaking experience, because the people were astounded at what a Bosconian “bunso” could do, at such a young age. The raising of the insignias was followed by the singing of the National Anthem and the opening prayer entitled “The Prayer”, led by the two selected participants representing Don Bosco Technical College, Mandaluyong.
