For an educator to properly teach literacy to students, a functional level of assessment must take place democratically. Ferguson, (2012) writes that, inclusive pedagogy is what makes a democratic environment that ensures all students will learn in the classroom. Educators must be aware that the child should be taught and evaluated on the appropriate level.
