Throughout history, the effectiveness of policing has been questionable. Research shows there is no one strategy to improve the effectiveness of policing. Professionals in the areas of criminal justice introduced many concepts to improve policing.…
He summoned precinct commanders to meeting where they are questioned about crimes in their precincts and also account for enforcing the quality-of-life offenses and applauded for reduction of crimes in their commands. Not minding the progress of this new technology, critics have claimed that it encourages police officers to fabricate statistics. Mr Bratton believed that one of the main things needed to prevent crime before it happens was to have timely and accurate intelligence, he saw the NYPD as a private-oriented business and the only profit he hoped to gain was reduced crime and beat his competitors(criminals) for the control of the…
William J. Bratton is one of the most respected and celebrated police chiefs in the world for his tireless efforts in fighting crime in the New York City. Bratton was born on 6th October 1947 in Boston, Massachusetts in the United States of America to a humble family. History says that Bratton was a military police officer in Vietnam before joining the Boston transit police in the year 1970. In the year 1976, he was awarded the department’s top award for valor after facing down a bank robber and rescuing a hostage (Jessicah, 2010). The research paper examines and analyses the various leadership styles employed by William J. Bratton during his tenure as a police commissioner officer and how they shaped various organizations in the region.…
2. The “Broken Windows” strategy brought to New York by former Mayor Rudolph Giuliani was a theory that general crime rates can be reduced by severely applying laws against petty offenses. This in turn leads into more arrests, which I believe adds more problems rather than solves them. As a contrast to community policing which is more effective. Due to getting to understand the community and knowing where large areas of crime taking place. Also recognizing individuals in the streets and winning over their confidence and respect.…
Compstat was designed to help fight and predict crimes. CompStat short for Computer Statistics was introduced to the New York City police department in 1994. Compstat was invented by a group of researchers, Mathematicians George Mohler and Martin Short, Criminologist George Tita, and an anthropologist Jeff Brantingham . (Goode, E. (2011, August 15). The researcher’s envision was that CompStat would predict crimes as meteorologist predict the weather. The program has been used by several police departments such as Washington DC, Los Angeles, Philadelphia, Austin, San Juan, San Francisco and Canada. Compstat was even featured on HBO series “The Wire”.…
a tactic. It appears to be the combination of the two that make it effective. A…
Today, the world is experiencing significant technological revaluation at the main part of which is the information technology. There is a general belief that information technology eases and contributes to many aspects of our life (Nunn & Quinet, 2002). And new technologies has drastically changed our way of life to include attitudes, thoughts, perceptions and community at large. In particular, Information Technology has transformed our big world into a global village. Unlike the traditional means of law enforcement, in this case through street patrols, the adoption of Information Technology has brought a tremendous improvement to the law enforcement community and hugely impacted crime rate. In the past, random patrolling of the streets were carried out without proper organization with regards to insight, predictions of crime activities and the nature thereof. The use of IT in law enforcement centers around predictive policing which is the term used to describe “any policing strategy or tactic that develops and uses information and advanced analysis to inform forward-thinking crime prevention”. (Predictive Policing Symposium, 2010). Predictive policing focuses on some strategies which will be used in the remaining of this paper to address the comparison and cotrast of the use IT in policing versus random street patrols, how Inormation Systems have allowed police departments that implement tools such as COMPSTAT to respond to crime faster, and implementing the SWOT analysis on behalf of police departments that intend to implement predictive policing.…
Perhaps the most notable application of the theory was in New York City under the direction of Police Commissioner William Bratton (Shelden). He and others were convinced that the aggressive order-maintenance practices of the New York City Police Department were responsible for the dramatic decrease in crime rates within the city during the 1990s. Bratton began translating the theory into practice as the chief of New York City’s transit police from 1990 to 1992. Squads of plainclothes officers were assigned to catch turnstile jumpers, and, as arrests for misdemeanors increased, subway crimes of all kinds decreased dramatically. In 1994, when he became New York City police commissioner, Bratton introduced his broken windows-based “quality of life initiative.” This initiative cracked down on panhandling, disorderly behavior, public drinking, street prostitution, and unsolicited windshield washing or other such attempts to obtain cash from drivers stopped in traffic. When Bratton resigned in 1996, felonies were down almost 40 percent in New York, and the homicide rate had been halved…
Intelligence led policing can be used by law enforcement agencies of all sizes to deal with crime problems. The National Criminal Intelligence Sharing Plan recommends that every law enforcement agency, regardless of size, develop an intelligence capacity. For example, it was effectively implement by the Evans County Sheriff’s Office in a small, rural law enforcement agency, which typically required the development of partnerships and effectual communications (Reducing Crime…, n.d.). Although, size and limited budgets prevents certain agencies from employing intelligence officers, all law enforcement agencies have a role in the transformation of national intelligence operations, which means they must take on multiple responsibilities for a successful outcome. Compstat can be implemented in any state-wide law enforcement organization with certain specialized modifications for the agency mission. Police managers and officers must adapt their routine tasks and activities to Compstat’s focus on accountability, innovative problem solving, and crime fighting. The challenges they faced in doing so…

Compstat and community policing, another critical method invented which is used world wide, and is the best tool to reduce criminal activities, and other crime related. Used by military daily in conducting their operations. Modern technology now used by the local law enforcement departments. Crime analysis provide law enforcements with meaningful tools with which to combat crime. One of the best technique. It is designed to be a perpetual and continuous process and to assist law enforcement executives in making more informed decisions in their response to crime.…

Throughout the history of the United States, the ranks of police officers have been dominated by white males. As a result, the underrepresentation of minorities and women has long been a problem in policing. Title VII of the 1964 Civil Rights Act and the 1972 Equal Employment Opportunity Act made discriminating against any individual based upon their color, sex, religion or national origin illegal, thus paving the way for more minorities and women to become police officers. Before the implementation and enforcement of these acts, it was extremely difficult for minorities and women to get a job in policing. Experts in the field of law enforcement maintain that diversity in…
The U.S. government and the policing organizations relationship is one where the policing organizations have rules and guidelines set by the government that they must follow in order to run an organized system. The government has impacted the policing organizations…
COMPSTAT was created by the New York City Police Department to better deal with crime at the precinct level, based on what types and frequencies of crimes were actually happening on a regular basis. It is not a computer system or software package, but rather an organizational management tool where crime maps and statistics are used to actively target crime in the areas where it is needed the most. COMPSTAT emphasizes accountability at all levels within the organization and emphasizes the rapid identification of problems with creative solutions. COMPSTAT has been credited with decreasing crime and increasing quality of life in New York City over the last eighteen years (Bratton, 1998; Kelling & Bratton, 1998; Shane, 2007).…
