(U) Active Component Manning Guidance (ATSG-NCOA); In an effort to reduce the size of our Army in personnel and force structure. In FY13 the Army will begin the initial drawdown, by putting an end to Active duty for operational training and end the end strength increase. This will reduce our wartime flexibility and affect our ability to man formation. Beginning FY13, The Army will implement the HQDA ACMG. The guidance will align the manning levels IAW Army priorities as reflected in the IPRL as established by the Army Senior Leadership. The goal is man the ARFROGEN formation at not less than P2 during the reset phase and sustain formations at not less than P1 during the train/ready and available phases.
