Higher education improves an individual's quality of life. Different studies show that, compared to high school graduates, college/university graduates have longer life spans, better access to health care, greater economic stability and security, more prestigious employment and greater job satisfaction, , greater knowledge of government, greater community service and leadership, more volunteer work, more self-confidence, and less criminal activity. In addition, college graduates purportedly have more continuing education,-greater internet-access, greater participation in leisure and artistic-activities, more book purchases, and higher-voting rates.

It provided funding to help universities of the Higher Education Support Act 2003 to undertake activities and implement strategies that improve access to undergraduate courses for people from low socio-economic backgrounds, as well as improving the retention and completion rates of those students. The Participation component of HEPPP provided funding to universities to increase the participation of domestic students from low socio economic status backgrounds in attributed undergraduate qualifications and support the retention and success of those students. It was the largest nationwide mobilization of mobile learning in higher education anywhere in the world. It implemented the 3rd generation iPads. It places the UAE at the forefront of adopting transformative technologies in education. The tablets were put into use by approximately 14,000 new and Foundation Program students at the three UAE Federal Higher Education institutions on September 9, the first day of fall classes. The aim was that the ground-breaking strategy and the associated faculty training demonstrate the Higher Colleges of Technology’s ongoing commitment to excellence in quality education which includes a strong focus on successful student learning outcomes in technology and innovation, educating our students for the 21st Century.
